Floe pets Aqua while listening to the theories. The cat makes many confused noises.
"I see little reason to question Pim's account on his own experiences, so let us go over the other questions."
{Who is the culprit?}The one who had the time to do so and the means: The culprit is Bounty Kelly.
"Kelly did indeed have the time to set such a trap, but something doesn't feel quite right. Regardless, we will accept the group's decision. Perhaps she used a trap because she didn't want to use her great strength as that would give her away."

{How Charlie died?}He tripped and fell.
More specifically a trap was laid at the top of the stairs using string from the Tavern Ferry. Upon entry Charlie tripped over the stairs--likely startled by a desperate Glaucous looking around. He hit his head on the top floor (One streak of blood) and fell to the middle floor (pool of blood) with the blood dripping to the bottom. In his dying moments, he was able to write a message on the pigeon and send it off, He fell A3, died A4, trap was set A2 so that the culprit could have an alibi.
"This doesn't take into account the wound on the back of Charlie's head. It is long and thin, quite like that of a blade. We cannot fault you for believing it was the obsidian blade, as that is the only bloody blade discovered. However, she claims that was obtained during the fourth hour of the evening and two others can attest. So where could the knife we seek be? The blood itself was not magical, but the rapid congealing and surprisingly small puddle suggests it had been cooled. Mayhaps a frozen blade was formed in the ice box of the tavern and stopped the flow for a while. The lack of dilution suggests that said knife was likely made of blood as well."
"To create such a knife would require a mold. Those light grey pieces discovered around the armory and stairway reminds one of that concrete substance. The fact that some sides were smooth and bloodied serves as further proof for the blood knife. Considering the chunks in the armory, the mold was likely destroyed there and discarded into the pool. It is likely at the bottom of the ravine by now."
"Those thin loops would be unlikely to support Charlie tripping from the top floor and swinging to the middle, so where could the blood on the top railing come from? If the knife from the tavern was taken, perhaps the ladle could also have served a purpose. That ladle seems about the right size for that streak, but why would it be there? Could it have been holding the knife in place?"
"So how did they get Charlie? Something falling would definitely attract attention, especially if that something was blood. Charlie really was quite unfortunate, checking right as the knife slipped. The hourly tremors from Glaucus smashing the building couldn't have helped with the stability. The loops of string likely came down with the knife, but their purpose is difficult to discern."
"As for where the original knife and ladle could be. When Rhythm examined the scene, she noticed traces of magic along the lines of transmutation. It is likely they are no longer in their original form. Aqua found a metallic liquid in the dining area rubbish bin, so that may be all that remains."
"Your timeline of event seems perfectly reasonable, so I've nothing to add there."

{Why did they kill Charlie?}Charlie wasn't the target, but there were whispers heard around the map offering to give people grand rewards. The blackened heard such a whisper and the reward was too good to pass up even at the cost of someone else's life.

"This is truly a pity. I had high hopes for you, but this is what the jury decided. The traitor Kelly will be executed."
With those around calling for her death and Floe's sentence, Kelly leaps to her feet. She fends away her former allies, while her sisters watch in disbelief. Her wild swings send the Mask, Medic, and Pim flying across the room. Even alone, she is a threat capable of wrangling bulls into submission.
Pushing over a table, she thinks to take cover from the incoming blows. They never come. A cold wind envelops her, chilling her to the bone. Ice spreads from her arms and legs, to her body, and finally her head. As the chaos settles, all that remains is an ice sculpture glaring defiantly at the world.
Now if Kelly wants to get in last words or the culprit wishes to reveal themselves, they can do so.
