{Spoiler}Yes, the hacker is relevant to this murder. Whether they realised they were assisting the blackened or not is unknown, it is highly likely that the hacker caused an EMP blast, shorting out all electrical devices within the facility. The blackened used this blackout to their advantage, using it to get a surprise attack on the victim.

7. Was the power outage relevant to this murder? If so, how was it caused and why?
{Spoiler}The power outage effectively prevented the early discovery of Power. Considering the bloody nature of this murder, the pool of blood left behind by Power would otherwise be easy to spot with proper light. The blackout further prevented the Blackened from being seen all bloody and beat up from Power's defensive assault this entire night.
The blackout was caused by an EMP disturbance from an unknown source, which prevented all electric tools from working. This includes cameras. The EMP was done to prevent some watchful eyes from seeing something secret they shouldn't from camera monitoring. Presumably due to the invovlement of the hacker.

{Spoiler}A mannequin that can be found in the Lounge was used for this murder. After killing Power, the Blackened ordered this mannequin to drag Power and tuck her under the bar counter, effectively hiding her out of sight and preventing anyone from tripping over her during the blackout. The mannequin did not recieve further orders after that.

{Spoiler}The only necessary item was a piece of stationary. Though the exact murder weapon is unknown, something such as a pen or pencil would work. Though a metal quill pen would be the sharpest, there's nothing stating that it specifically was, and could easily be a pencil too.

{Spoiler}Power was not specifically targeted, but rather a victim of circumstance. The killer took the first person they could find, and killed them. That is to say, Power was killed as she walked through the Monitor Door.
In terms of there being other victims, it's hard to say. Maki, Kronya, and Tohru all passed through the lounge, but due to the nature of the murder, it's unlikely that the killer would have remained in the Lounge.

{Spoiler}In simple terms, blood loss. In more accurate terms, Exsanguination. They suffered several wounds over their body, of which they bled out and died.
